Wayne County sits on 25 federal disaster declarations, from the 2026 winter storm that iced the eastern Piedmont to back-to-back tropical storms in 2024. The county’s incident mix — hurricanes, severe ice storms, severe storms, tornadoes — means the housing stock of 12,328 manufactured homes gets tested hard. A free county program — and when you need a private crew

Wayne County’s Mobile Home Program will deconstruct and dispose of an abandoned mobile home at no charge — the Solid Waste Department absorbs the cost, funding permitting. It requires proof of ownership, a signed abandonment and release, a right-of-entry agreement, all utilities disconnected and access cleared. Mobile home parks are not eligible. For homes that don’t qualify — owner-occupied units that are past repair, units inside parks, or owners who can’t wait for the program’s queue — a private demolition runs on a timeline you control, with one flat all-in price: $6,500, single or double-wide.

The landfill sets the floor; scrap softens it

Every Wayne County demolition ends at the scale house on the county’s Solid Waste campus outside Goldsboro. The county fee schedule posts a single tipping fee of $45 per ton ($5 minimum) for all waste — no mobile-home-specific rate. Tires ride at $76 per ton for uncertified tires and are pulled off first. The steel frame, axles, aluminum siding, and other metals come off for scrap, which typically returns $400 to $1,000 against the disposal bill, depending on market weight and commodity grade. The landfill accepts only Wayne County-generated waste, which is fine because the home is county-sourced — no long-haul routing needed.

North Carolina’s demolition rules, Wayne edition

For a standalone mobile home, North Carolina’s asbestos NESHAP program does not mandate a survey — it recommends one (via a state-accredited inspector), and the DHHS demolition notification form (DHHS 3768-D) requires the inspector’s name and accreditation number, submitted to the HHCU at least 10 working days before the demolition start date. There is no fee for the notification itself. If friable regulated ACM over threshold is found, removal must be done by NC-accredited asbestos workers before demolition disturbs it, and permit fees apply — but a single-family homeowner living in the unit is exempt from those removal permit fees. Demolishing in place sidesteps the moving-permit sequence; if the home is towed out intact, the county tax collector must issue a permit under G.S. 105-316.1, requiring taxes paid, shown not due, or a demonstration that removal won’t jeopardize collection — three clearance paths, no charge for the permit. The transport itself also needs N.C. DOT oversize/overweight permits; we coordinate that part.
